Good Morning John,
You are correct that the one vent at the end of the foundation run is wrong for all foundation walls must interlock into the laying of the foundation. The use of 1x plates is also not an accepted part of the framing of said house or structure.
However this is used were there no building departments in a local and the contractor can get away with most anything that usually would be in violation of said codes. It never ceases to amaze me how some contractors will cut corners in order to add a little more to his pocket using these tactics.
Let's hope the building inspector will square these fellas out. Another good example of why contractor bonds are required.
